The officers will also get further entry-level promotion if promoted to Level 16 (IRMS) under the scheduled Group A services. An officer in the IR, who gets promoted to Level 16 and holds a Grade Pay of Rs. 23,000 to Rs. 45,000, will get a monthly salary of Rs. 1.22 lakh to Rs.74 lakh.

According to the notification, on the upper side, all the positions with the minimum pay of Rs. 45,000 and above will be absorbed by the IRMS as the posts of Level 17 officers. However, on the lower side, the posts of Grade Pay above Rs. 50,000 will be incorporated in the IRMS cadre as the Level 16 posts. On the total of 8,838 level-17 posts, currently vacant, a total of 2,500 posts of Grade Pay above Rs. 45,000 will be absorbed in the IRMS cadre as Level 16 posts.

This will be the first such empanelment based on performance in the Indian Railways which has so far banked on seniority for filling top posts, officials said. The secretary-level posts -- that of Chairman Railway Board, four Board members and two Director Generals -- will now be called Indian Railway Management Service (Level-17) posts. A cadre strength of 20,000 is expected to be needed to handle the posts. In the existing system, officers are appointed in the IRMS on the basis of seniority. This also does away with the need to merge all officers from different services into a common seniority list, which was proving to be a bone of contention. The application would also have to be accompanied with the latest copy of annual property return filed by the applicant clearly indicating the date of filing. The last date for receipt of applications will be 21 days from the date of issue of this letter that is June 7, 2022. Officials said that this system would end departmentalism.
